Outer leg fully down touching the fork lug and damping rod fully down. Measure from the out leg rim down to the oil. Wouldn't get to caught up in exact measurements my forks came from ktm brand new with a gap of 150mm in one leg and 110mm in the other. You can probably go up to 130/140mm gap before you start bottoming out too easy.

KTM’s recommended oil is Motorex. The engine must be at operating temperature when checking for proper oil level. Checking the engine oil level when the engine is cold results in a false reading and an incorrect oil level. Be sure not to overfill or under fill the engine case. Engine oil becomes extremely hot when the engine is run.
It does require a bit more frequent oil changes, but that is because it holds less than a 690. There is a documentary of two guys riding them 5000 kilometers on a trip, don't believe they changed the oil once. You CAN get a clutch cover that increases oil capacity by 25%. #3.

Posted April 2, 2009. If you get the service manual (not the owner's manual), it says the oil capacity is .6l. Just fill it up to the top of the sight glass, warm it up and let it sit over night. Check it again in the next day and adjust if necessary.
Add oil and reduce the air chamber (raise the oil height) to stiffen. Remove oil and increase air chamber volume (lower the oil height) to soften up. If you start high and try to remove fluid you have to take the cap off each time, remove the spring and suck fluid out with a syringe and tubing. Even better is a fork oil level tool like this
